What is a Home Information Pack?
Home Information Packs (HIPs) are designed to speed up the home buying process by making sure the seller has information about their property before starting to market the property for sale. This means that under Part 5 of the Housing Act 2004 a legal responsibility will fall on the person selling the property (the vendor) or their marketing agent to ensure all relevant documents are ready to present to prospective buyers on request.
What does it involve?
From December 14th 2007 all properties that are on the market for sale will need to have a HIP, however a property can be marketed as long as a HIP has been ordered. The HIP will contain:
  An Index
  The Energy Performance Certificate
  Sales Statement
  Evidence of Legal title
  Searches
Additionally for leasehold properties it will contain:
  Copy of the lease
The Energy Performance Certificate is a key part of the Government’s strategy to reduce the 27 per cent of carbon emissions that come from homes. It will be the first document within the Home Information Pack.
At present most buyers of existing homes have little if any information about the energy efficiency of the home they are thinking of buying, what it will cost to heat, or what might be done to make it more energy efficient.
EPCs will enable buyers to compare the energy efficiency of a potential home before they buy it or even put in an offer. Prepared by qualified Home Inspectors and Domestic Energy Assessors, the certificates will give home buyers and sellers A to G ratings for their home’s energy efficiency and carbon emissions, together with current average costs for heating, hot water and lighting. They will also suggest practical steps to reduce carbon emissions and save on energy bills.
